Al-Hakim — The All-Wise
Al-Hakim is the One who places everything exactly where it belongs, whose every decree has a purpose whether or not it is visible. The root connects wisdom to hukm, judgement, and to preventing corruption — wisdom in Arabic is not abstract cleverness but putting things right. The Quran very often pairs it with Al-'Aziz, so power and wisdom are named together and neither is imagined without the other. Classical scholars use the name to answer the question of why: the wisdom exists even where a person cannot perceive it.

رَبَّنَا وَٱبۡعَثۡ فِيهِمۡ رَسُولٗا مِّنۡهُمۡ يَتۡلُواْ عَلَيۡهِمۡ ءَايَٰتِكَ وَيُعَلِّمُهُمُ ٱلۡكِتَٰبَ وَٱلۡحِكۡمَةَ وَيُزَكِّيهِمۡۖ إِنَّكَ أَنتَ ٱلۡعَزِيزُ ٱلۡحَكِيمُ
Our Lord! And raise up in their midst a messenger from among them who shall recite unto them Thy revelations, and shall instruct them in the Scripture and in wisdom and shall make them grow. Lo! Thou, only Thou, art the Mighty, Wise
