Al-Wali — The Governor
Al-Wali is the One who governs and takes charge of all affairs, directing creation as its sole authority. Classical scholars distinguish it from Al-Waliyy by emphasis: Al-Waliyy stresses nearness and friendship, Al-Wali stresses rule and management. The name comes through the enumeration rather than as a Quranic title. It says that the world is not running unattended — there is a governor, and events are administered rather than adrift.
