Ad-Darr — The Creator of Harm

Ad-Darr is the One by whose decree harm occurs — nothing hurts a person except by His permission. Classical scholars are careful here: the name affirms that harm is not outside His dominion, not that harm is loved or purposeless, and it is always read with An-Nafi'. The Prophet ﷺ taught Ibn Abbas that if the whole community gathered to harm him, they could harm him only with something Allah had already decreed (Tirmidhi 2516). The name reaches us through the enumeration.
