Ar-Rafi' — The Exalter
Ar-Rafi' is the One who raises in rank — lifting the humble, the sincere, and those He chooses, by degrees no one else can grant. The Quran names Him Rafi'ud-darajat, the Exalter of ranks (40:15), and elsewhere says He raises those who believe and are given knowledge (58:11). Classical scholars pair it with Al-Khafid, since raising and lowering are one wisdom. What is decisive is that rank here is given by Allah, not seized by the one who wants it.

The Exalter of Ranks, the Lord of the Throne. He causeth the Spirit of His command upon whom He will of His slaves, that He may warn of the Day of Meeting
